Fuel milage drop/ failed emissions/ now throttle shaft leaking

Back in July the truck popped a boost boot, but I was able to limp it home with light throttle (dime size wear spot that ruptured). Replaced the boots, but the boost wasn't coming up the same. Used to spin up easily and go to 26-27 psi, but after wouldn't go past 24 and is sluggish coming up (only 10-15 psi in 2nd, 20-22 in 3rd). Checked everything, turbo spins freely, no other leaks in the boost tract, etc. It just seems like it's not pulling enough air.

Also since then the milage has been done from normal, usually get 15-16 towing the 5th wheel, but only 12 1/2 to 13 since the boot popped, and power has been off, obviously.

Today I took it in for an emissions ck and it failed for high opacity, limit is 40%, I'm at 65-70% (tested twice). It is smoking more than it used to (black sooty smoke), to the point that several (10-15) snap checks in the driveway left a 2' circle of soot on the gravel. Put it iin the garage after the second failure,adn was looking at my exhaust brake system (which also quit today), started the truck and the throttle shaft seal on the injection started leaking, steady drip.

My first question is: Are all of these somehow related (ie, pump failing), or do I have more than one problem?

Second: How much to fix the pump??

Edit: I'm now at 144K miles

I'd question Mr. Dr. Performance about their pump...beyond that, Bosch part # DGK121 will get you the throttle shaft seal you need for about 20 bucks. Have to remove the pump top to replace, but not a big deal, really. Moving on, a leak at the throttle shaft will hurt case pressure, causing somewhat retarding timing which will definitely give you fits at the smog tests. If you can do a 3200 rpm governor spring, you'll be able to replace that leaking throttle shaft bushing and likely pass the smog test

I've never been in the pump, so ...

the pump shaft wasn't leaking (noticably anyway) until after the second test, but who knows...

Weel, did some digging, and Dr. Performance sold the company to an outfit in Texas, and they no longer support pre-98 trucks. I managed to track down a shop in Montana that still deals with "Doc", and he is checking with him to see what he thinks and how much to re-do the pump and injectors. Initial thoughts were $100-1200 with me removinig, shipping and re-installing. I have a buddy who runs a LARGE diesel repair shop who can help me install and time everything, so not looking as bad as I originally thought.

Emissions test? I'm in CA and havn't tested yet. Is it in my future?

unless they have changed recently, diesels don't need to be smogged in california

Sorry to hear that, I went through a couple of failures with my old Mustang.

But emissions testing a 15 yr old diesel - and where do you live? I may have to put that state on a my "do not live list".

Here in MD, if you fail emissions, and have paid ($500? I think) in parts/repairs you can get a waiver til the next test.

Washington Emissions testing is required on all vehicles up to 25 years old, including diesels. If you fail and have $150 worth of work (that will help) done by a state certified repair shop they will waiver you for the 2 year cycle.
