dropping fuel tank in a 99

Well i have a bad fuel leak from the top of the tank where all i can see is 2 heavily rusted lines and another part with wires going to it that isnt sitting snug and fuel leaks out around the seem. I wanted to tilt the bed but when i got on the 4 bolt i stripped it so now i want to drop the tank i took the straps off and its dropped about two inches its not hanging from the filler or vent tube at least it doesnt seem so what is holding me up ??
