Mine did sort of the same thing, I think it turned out to be the fuel heater. I did have a bad lift pump but when I got that changed I had good pressure to the filter (8-9psi) but I bled the injectors 1000 times. 1 at a time, 3 at a time , every way you could think of. I tighten down the filter, I didn't have the gasket for the heater so I didn't want to take it off and not able to use the old one. I finally hooked up the powerstroke up to it with good jumper cables to keep it cranking, I was gonna blow it up or start it. cranked it for 15-20 sec and it started.

I thought of the filter housing being the problem to. Im still not sure what the thing that is in between the filter and the head is. However non of it is leaking and being under 5lbs or pressure, Iv ruled it out.

between the filter and the block is the heater. Mine didn't leak at least at idle, but with the motor off, i could pump the lift pump and hear the leak. I tighten it back down and it works now. I still have a leak but now I think its clamp behind the **** motor that i cant get tight.
