Humor me and splice a section of clear line somewhere before the IP and see if there are bubbles.

also I took of the line for the boost and that seems to stop the air going into the system for a seconed.
I shot some video as well. I'll get that posted soon.
one last thing. Im don't need a new IP. Its a seal of some kind that needs to be replaced. the IP still builds preasure.

You mean the input shaft seal on the IP? Not likely, unless the lift pump is dead that will be under pressure when the engine is cranking or running.

OK did a bunch of tests. isolated the fuel return lines and put clear hose on them. IP only spews air from its return line when I have the injector lines hooked up. whats up with that? Is one of my injectors stuck open? if so how do I tell which one.

Try putting it all back together and giving it a snort of ether. Sometimes they can be really difficult to bleed.
If the air is not coming in via the fuel supply, then the IP is the problem.

also If as much air that is coming out the IPs return line (which I isolated from the injector return) is being sucked in through somewhere on the IP, then liquid would have to come OUT of the IP. Seeing that the IP under 20lbs of pressure and the air would have to displace an equal amount of liquid. Which would be about a cup a minute. And I cannot for the life of me find anything leaking on the IP

Very carefully check your supply lines from the tank to the lift pump. All it takes is a pin hole to suck air. Also check if there is a transition from steel line to rubber if so stick a hose clamp on it. Thats where my 2000 was leaking.

I have a clear line attached just before the lift pump and after a purge bulb and I see no air in it.

so I just took off all the injector lines off the injectors and had someone crank it over. I put a little bit of fuel into each injector so see if the it spit it back out.
When it cranked over a funny thing happened. ALL the injectors sucked that little bit fuel I put into them and then promptly started spitting it back out. Not much fuel was coming out of the injector lines. Im gonna take the advice that my shut off solenoid is screwed up I just defeat it.
by any chance does any one know what size threads on the shut off solenoid are?
