I have a 2001 24 valve cummins. Used to running it everyday, didnt run it yesterday (cuz my starter hold down bolts broke) fixed that ran like **** last night plugged it in last night crank no start this morning. Keep seeing it might be fuel pressure related but I don't understand how it could be fuel issues when the fuel system has not been fd with. Any advice is great thank you in advance.

Are you sure that you did not move the fuel hoses that go up the firewall close to the starter? On these older trucks they become brittle and tend to break inside the steel mesh, allowing the lift pump to suck air.
Quick test is to attach a hose to the fuel filter water drain, hose into a bucket, open drain, bump starter. Pump should run for 30 seconds, clear fuel should come gushing out-

No sound no fuel- LP either unplugged or defective, maybe ECM defective(very rare)

Sound of pump running, no fuel - Pump defective or sucking only air.
Sound of pump and foaming fuel- supply line not OK, quick connects at tank rusted through etc.

All this is assuming you have fuel in your tank.. these trucks are notorious for defective fuel gauges.. just add 5gals for a start...
