1999 seat belt problem

My seat belts won't release from the seat back, so basically I have no use of them. They're locked in place. Is there a fuse or something that makes them hang up like that?

My '99 Ram 2500 Quad has the same problem -- were you ever able to fix yours?

Yes, it was the box under the center consel with the little ball in it, acts like a servo.
