Can't blame it all on the fuel.
Colder weather brings longer idle times, longer time for the engine to come up to optimum operating temperature, lower tire pressures and aerodynamic resistance increases the colder it gets.

For the first part of winter ( Nov 1 to Jan 3rd) I was around 17.4 to 17.6 mpg when over night lows were in the 10 above zero or higher. Now with colder temps with over night lows down in to the -7 to -10 below zero range and with the same amount of warm up time I'm down in the 15.25 to 15.45 mpg.
