I've gotten as good as 20 this winter, but have been hanging around 18, give or take...lots of in town and below 60mph stuff. I run a good shot of Power Service in every tank and generally flog the snot out of the old girl at least, well, 5-6 times a day I think my winter mileage suffers more to incomplete combustion due to low temps than anything else. I actually pick up mileage when towing light vs running empty in the winter.

Can't blame it all on the fuel.
Colder weather brings longer idle times, longer time for the engine to come up to optimum operating temperature, lower tire pressures and aerodynamic resistance increases the colder it gets.
This paper, page 27, has a very good section on how cold weather effects mpgs

I've been getting about 17 mpg, mixed driving so far this winter; I was averaging 20- 22 mpg last summer. Infidel makes a few good points, my truck idles much more and I use 4 wheel dive every day.

I drive the same old 600+ mile a week commute week after week in the summer/winter on the same road and my mpgs still run 21.8 to 22.3 tank after tank. All pencil figures. My mpgs drop about one on average in the summer.

low mileage
Try using a winter cover and close off all grille openings and the two bumper openings. The small round openings should be enough to cool the engine it does on my cummins. I have a sport so the round holes were open because the fog lights to the left in the bumper just watch your gauges.
