Anywhere down south should be good... just make sure it wasn't in a flood.
I bought my 01 from florida back in 05. It was super clean. The exhaust manifold wasn't even rusted. LOL.
I don't think those of us that see road salt in the winters realize how much it does to a truck until you see one that has never encountered it. I bought our excursion from PA, because it was the exact truck i wanted... but in hindsight i wish i would have been patient and found one from down south.

down south but away from coastal areas... no salt and less risk of flooding. always ask if it's a local truck.
Okla and texas are prime used CTD territory.
if you have a choice stay clear of 98.5 to 2002 24valve CTD. issues are well documented. get a 12valve cummins. 97 was last full production year. some will tell you 98 12v is more desirable, but I'd rather have a 97 as all the bugs are worked out.
otherwise go for 2003 or newer... do a search on autotraders to find which dealers to call. amazingly they sell at very good prices. remember they are pricing for local market, which could be much different from yours.
much harder to connect direct with a private seller. same ad already came out in local bargain post and deal will be long gone.

lift pumps and injection pump problems...mostly the lift pump dies the person does not know because it does not have a gauge then they keep running the truck all the while the injection pump (vp44) is being starved for fuel and it burns it up..the VP44 MUST have extra fuel for cooling it or it will die in short order.
in other words get a FP gauge so you can see the moment you have any fuel psi problems.
they are still great trucks IMHO..you just need to know a few things to help it live longer

Texas and Arizona have been good for me i bought my 99 ext cab dually in Texas from the original owner not smoked in no wrecks or floods no dents and a perfect dash and interior. Flew out and drove it back towing a 74 power wagon i bought that was also nice but not running. Got it all done for 10k that was 4 years ago.
I fly out to Arizona wed AM to pick up the 96 ext cab 4x4 in my gallery and will be driving it back to Michigan------- EMPTY SO FAR ---- PM any questions !!!!!!!!!!!!
Another 1 owner garaged mint interior truck that has low miles 120k. It even includes the window sticker with all service records and new BFG commercial tires had seat, carpet, and dash covers from day one-needs front axle seals and has a couple of minor parking lot paint flaws otherwise as close to perfect as i can find for a 12 year old truck.
The thing to watch for on south and west trucks is sun damage to the paint it burns it off and the interior cracks the dashes and drops the headliner also fades the plastic bumper pads and trim, tail lights and yellows the headlights.
The only way to keep them this nice when you get them back home is to park them for the winter and drive what i call sacrificial junk a 99 ford ranger in the salt slop
Good luck with your search it is not easy to come up with these. Get some good close up pictures or have it checked out before you spend your money .

Southwest.
There were quite a few for sale in the arizona traders that I looked at 2 weeks ago. Looked like they had some 1st gens in real nice condition (although, most had a 2-4" lift, which I'm always leery of).
Trucks in dry states seem to be treated nicely (as opposed to all the junkers that I saw in NY)
As for OK, I haven't seen a low mileage 12v since I bought mine (and missed a sweet deal on another 98 beforehand, still bitter about missing that truck ) But if you're not afraid of a 250kmile truck, then they can be found here. Right now seems to be a good time to get a 24valve, lots for sale.

there's been tons of 98.5-02 24valve folks with zero lift pump/VP44 issues. then also there been loads of 24v folks that's gone thru multiple VP44 failures, etc. https://www.dieseltruckresource.com/...d.php?t=177781
as rich said, having a fuel pressure gauge to monitor lift pump is a great idea to protect VP44. loads of folks think 24v are great trucks! be sure to avoid 53 block engines used 98.5-2002. those have a tendency to crack. hmmmm.....
right now you have the option to go the 12valve route and avoid all those issues. hmmm...

I bought my last 2 in New Mexico.....nice dry climate so no rust. I also went with 12v trucks rather than 24v'ers to avoid the lift and injection pump issue's. Stole my 97 4x4 from a car lot I worked at.......gave 5000 for a truck with 130,000 miles on it.
