I was going to mention the egr too. My 03 had a similar symptom on very cold days until it would not start at all. Happened at about the same mileage you have.
I have installed a frost heater on my. Best mod I did on my tdi for the winter. I would replace at least one glow plug a year. After the frost heater I have gone 3 years on current set of plugs. I lug it in when it falls below 40 at night.
