The law that requires the exhaust system not be altered from what came with vehicle stock or it's equivalent is a federal law that applies to all states.
There is a section in the Clean Air Act of 1979 concerning “tampering,” which makes it illegal to modify or remove any component designed to reduce or control exhaust emissions, including intake or exhaust noise. Removing the catalytic converter or mufler on any vehicle constitutes tampering. So does replacing an engine component with anything other than stock or direct replacement components. Violating this anti-tampering law opens you up to a fine of up to $10,000 per occurrence. An occurrence is logged each and every day the modified vehicle is operated on public streets. That means a possible fine of up to $10,000 per day for every modified vehicle. (This is the maximum fine, not necessarily what the EPA will impose.)
Fortunately it is rarely enforced... for now.

I know what you're tyring to convey but it's hard to enforce a federal law in states where you have no yearly mechanical inspection....

I hear what you're saying but if a cop really has an axe to grind with a person they have a law to back them up.
Technically all of the power mods and turbo swaps we all do fall under the same law.
Last I heard federal law overrides state and local laws.

Wow, this could turn into a edit match soon but I believe a cop has to have probable cause to even pull you over; so as long as you're not breaking a 'visable' law, it doesn't matter if you have 10 emission devices or 0 emission devices... especially in a state with no mechanical inspecition.

A couple buddies of mine that live in southern Missouri had 2nd gen dodges that rolled some coal. Well one of them put out a big cloud in an intersection and was pulled over and given A carless and improudnent driving (CNI). That cop informed him the no other cars could see behind him and said if he needed to put stacks on his truck to get the smoke to blow up and out of the way. So it kinda depends on the cop and what kind of town you live in. I'm kinda gald I live in what you would call a "HickTown"

I find it very hard to believe that stacks are illegal in WV. There are tons of guys running around here in good ol J County (including myself very soon). Sounds like you took your truck to the wrong guy. Take your truck to someone else. If there is any problems, leave a bottle of liquor on yer front seat. You are guarenteed an inspection sticker!!!

As mentioned above, stacks are technicaly illegal everywere in the US. Along with 4" exhaust, 5" exhaust, etc. "Can not alter stock exhaust system." Federal law.

But, it is kinda odd that theres hundreds of exhaust manufacturers pumping out aftermarket systems that SOUND better(louder) than stock, and flow better, and are bigger, etc. When federal law says its not supposed to happen? Theyve been turning there heads, but when they turn around, your busted, its the law, all you can do is take it. Not fair, but it is the "law".

It will be a cold day in the bad place when I put a muffler on my truck. We have no inspections in Ky, and there are a LOT of diesels around here that blow smoke/are loud, and I dont know of too many people that have had problems from the police. If we ever start having inspections; I will just cut a section of exhaust out, and clamp a muffler in place, and remove it as soon as I get home. BTW, my 94 DIDNT have a cattalytic converter stock anyway; right? Only a muffler? A CTD sounds too good straight piped to have a darn muffler on it IMO. What about gassers smoking when they are cold? Are they gonna pull them over for smoke?? My CTD doesent smoke hardly any when its cold even having almost 200k on it. Gassers smoke for a while when they are cold.

Simple enough...

Get the wrong person ticked off with anything other than a stock 2500, and you will be in for a roller coaster legal system ride...

Even a Stock 3500, with a Class C liscense could get you payin' some serious fines....


Our trucks are certified legal in all 50 states. When you modify your truck, with a non 50-state certified product, your truck looses it's certification, and is now illegal to operate on city streets.

Like I said,, tick the wrong person off, and you can go for a serious legal system ride.

Now, am I against modding a truck? Uhm, No, I even had my own performance shop!


In texas you have to have a front liscense plate. I haven't had one for a year or two now, and haven't had a problem.


It just depends on one thing.... Who did you tick off today?
