You are more likely to get high sulfur fuel by the water than you are to get it elsewhere mainly because it's mostly used in large commercial quanities = $$$$, high sulfur is cheaper to produce.
That will all change in '07 when ultra low sulfur comes around. When that happens offroad fuel will be the same low sulfur that on-road fuel currently is, no more high sulfur.

Sulfur acts as an acid. Not really all that healthy for your motor.

They're BOTH cosidered OFF-ROAD diesel as neither has ON-ROAD highway taxes added on.
