More TQ or more MPG, where to draw the line?

I believe that many years ago, many big industrial companies looked at their efficiency at ton-miles per gallon. At that time locomotives were pulling around 200 ton-miles per gallon...if I remember correctly. That's pulling 400,000 pounds one mile with a gallon of fuel.
I suspect the ton-miles per gallon have gone down with Dodge, and the ton-miles per gallon with the merc. in the sprinter have NOT. I know someone who researched it (he was going to buy his own so he called everyone he knew that had one) and said that he was hearing the the sprinter got 25 mpg in real terms and those figures he was hearing were mostly in town.
. I have a 24V and wished I had a 1st gen 12. My friend told me (at the time) his 24V was getting 22. I think that must have been from the readout and not actual on paper figuring.
Other than the catalytic converter, most of what they (THE EPA) have done over the years has not had any better impact than if people kept just kep their stuff in good operating condition.
