I'd check into it a little more. I just pulled a car trailer with a 6000 lb john deere skid steer on it for about 50 miles and got around 13-14 mpg. Mostly flat, but a few hills.

You waited less than an hour before you made your second post because no one had replied yet.. Post it up, then wait a day or so, my bet is you'd have replies that you wanted. most of us are in bed by now, which is where Im headed.

I get around 14-15 MPG towing my Jeep on a trailer (~6000 lbs combined). My truck is a 2WD, so 13-14 MPG is probably about right for your 4X4.

The Cummins get into its "Happy Spot" & will get its best milage at approx 2,000 rpm.
Faster than that, and milage will drop off.

10 mpg on interstate towing 9,000lb 5th wheel at 70-75mph. My biggest problem is wind resistance. For me, slower = better fuel mileage but then I am at less than 1800 RPM (in OD) which I have always heard is hard on the automatic transmission. Put a fueling box on that truck and it will eat your old 360 for lunch.

i get 15-17 running around empty.

I usually get 11 flat pulling any load. But i usually run hard on the interstates. 70-75 pulling my 2 horse (xtra tall/xtra wide) trailer to ropins.

what tranny you got?

If your 360 pulled better than your cummins you either had a great 360, or this CTD is broken in some way.

Checked the basics? Air filter clean? Fuel filter clean?
