Looks like it would be very easy getting to an injector line to bleed some air out. As far as the tires, they are probably original an help make the car worth more. They were probably raced on.

Looking close at the engine, it appears to have 2 injectors per cylinder.
That looks like the old Cummins PT fuel system that had a supply and return line for each injector. A lot of fuel was bypassed for cooling the injectors and a third rocker arm injected the fuel. Power was defined by the rail pressure to the injectors.
