04's have a $2,500 rebate. The 03's had the $4,500 rebate and are getting pretty well picked over, may not be much to choose from. Not sure about the 0% financing.
Options at your discretion. Get the HO!

Wow, lots of questions. First off, if you're not towing, don't bother with the 3500, get a 2500.
GET THE HO! Better to have it and not need it than to need it and not have it...if you've got the $, go HO.
$4500 rebate is on 03, $2500 on 04. That's for a cash deal, you don't get it if you do chrysler financing.
You didn't list your location. There are several good dealers around the country that will sell you the truck for invoice minus incentives. Thats fully reasonable to expect.
There are some 6 speed fanatics around here, but for a daily driver with no towing I'd get the auto. Depends if you do a lot of country driving or city. STop and go definitely get the auto...

You are right, not too many 03 HO's in New York, especially L.I.
I had to fly to Denver for my 03
Saved 3G over local stealers price (Buzz Chew)
rON w.

Re:where should i buy and expect
Plenty of 03's still available in the South. As far as financing, I just bought my 2nd 03 on the 1st of Oct. Paid 1000 below invoice plus 4500 rebate, another 1000 for customer loyalty and 300 for owning my own business. Added up to over $11,000 off sticker.
I did chryslers lease / own program. Excellent deal if you replace your vehicle every 3 or 4 years. You own it, but the payments are like a lease. At the end of the term, or any time before the end, you trade it in on another new one. Mileage is irrelevant unless you just want to walk away. Then there can be a mileage penalty.
If your not going to tow, get the 2500. HO is a must. Be sure and try to get a 3.73 rear gear and Posi axle. Auto or 6 shooter at your discretion.
Good luck

Maybe04 - why would you spend the money to get the trailer tow package and mirrors if you don't plan on towing anything? ???

Simple - resale value. And, if you have something that is capable of towing, sooner or later you will end up towing!

Re:where should i buy and expect
If you can find an '03, I think you can still get the HO in NY. Only other option is to wait and hope that the new emissions HO Cummins will meet 50 state emissions.

Hey I resemble that remark....
6spd all the way. Autos are for girls remember??????? :-X :-X
Fold flat floor is a must, for a few bucks throw on the trailer package, fog lights make the front look better but just a toy IMO, rear dimming mirror is a joke, SLT comes pretty much with all the toys. Have fun with the new truck... ;D

Isn't the 50 state HO supposed to be available after the 1st of the Year?
[/quote]
This is TRUE! But I don't think they will have a EGR. See this link:
