Yes as stated above the rod with the hook end is not used. Put two of the other ones together. Use the squared hollow end to fit over the rod on the pulley. Slide the lug nut tool on the flat end and turn.

I would look to see if there is anything in the female end of the lowering system. Is it turning? Will it stop if you tighten it all the way? The tire might me stuck to the frame, you could give it few licks with a hammer after you've tried loosening it a little.
I see you're from WI, I would be concerned about the road salt and corrosion.

The little winch broke on my 03 and I had to pull it apart and fix it. I would try jarring the tire loose and if that doesn't work then try prying down on the tire with a crow bar or something similar while you are cranking. You may have to replace that winch. I'm going on vacation this weekend and on my way I am picking up some parts from a wrecked PowerWagon. If you want, I could ask him to pull that little winch off the truck for you if yours is truly broken. I'm not sure what he would want for it though. Maybe $20-$30......
The hooked rod is only for pulling the hubcaps off....
