Its a straight bit with carbide cutters and a ball bearing on the end. That ball bearing will ride on the flat part of the center bore trimming off the lip. The router base will ride on the back of the wheel where it contacts the hub when mounted on the truck (flat square surface)

Yep hand router. Go to your local hardware store and they should have a laminate flush trim bit. Very inexpensive. At the bottom of the bit there is a bearing that rides on the next larger diameter. By riding on the next larger diameter you get the centered round hole.
