Side View Mirror removal

Side View Mirror removal
I backed up and caught my right side swing out flip over tow mirror and broke the glass and some of the plastic. I did a search here and didn't come up with how to remove it to replace it. I don't need to replace the part of the mirror that attaches to the door just the next part outboard. Under this joint is a 2 1/4" cover that I removed and I see a spring washer holding a 1" sleeve. It looks like I need to remove this spring washer but how?

Can you buy just that part of the mirror? Ive only seen mirrors sold as a whole(or just the replacement glass) And usually its cheaper to buy a pair and sell the one you dont need...
