If so, Is this part of the stock steering system, i dont believe the grease boots (not sure exactly what there called) were changed with the lift...
Anyone have a part number?

Just have someone turn the wheel back and forth and look for play. Everything should move together. If any play , change it. All the parts stores now stock the tierod ends. It just looks like whoever put the lift on your truck nailed the tierod end boot with the fork when they put the new pitman arm on.

I think that if there is not too much play you can refurbish the balljoint with a luke's link- comes with it's own seal and should be cheaper than the stock part.

That's what you get when you use one of those "pickle forks".
Personally, I've never found a use for them. A five pound hammer works every time for me without tearing the boots.
If the joint is tight, the boots can sometimes be purchased the auto parts from the "help" product section.
