HIDs blink after install. HELP

HIDs blink after install. HELP
I was installing an HID conversion yesterday. After I installed them, they turned on but they blinked on and off instaed of staying on solid.
When I tried hooking them up to my aftermarket fog light switch instead (just to troubleshoot), they worked fine.
The really strange thing is that I then unhooked the HIDs all together and used a test light on the harness for stock bulbs. With the bulbs plugged in, the test light stayed lit. With the bulbs un plugged, the test light blinked on and off just like the HIDs did. What the heck?

For the '03 four load resistors will be needed if you have a bixenon kit. Two on each side, low and high beam. Only two if have you HID low beams only.
The FCM senses a load on the circuit, and if the current load is light, for example a 35w HID ballast vs the standard 55w halogen, the FCM trips thinking there's a bulb out.
