Firewall wire pass thru

Trying to install some ham radio equipment in my 2005 truck and read on Geno's about the cover thats in place where the clutch would be is a good place to do this. Since my truck is an automatic I thought this could be a great place to do that. But for the life of me I cant get the cover off and was wondering if anyone had some tips or info? There are 2 nuts on threads inside at the 7 and 1 o clock positions where the clutch would have been. I loosened those but could not get the cover on the engine side to even move or wiggle and decided that wasnt gonna work so I tightened back up and suspect the plastic cover from the engine side is not part of those to bigger threaded studs.

So how does the cover come off?!?! Or is there an easier better location to pass some wire and rg58 coax thru? Not really wanting to poke holes in the rubber boot that protects the big bundle of wires to the edge of the drivers side underneath.

I have always gone through the boot around the steering column.
