bubbling paint on bed

I have about 25 small and big bubbles on both sides of the box above the wheels. I have read about a paint warranty for rust throughs but the dealers here say that it does not apply to trucks up in Canada. So i am wondering if i should just get a new bed or have the body shop try and fix the problem.

A new bed would be overkill...just see what it would cost to have the paint stripped from the bedsides , and repainted. As a painter for almost 16 yrs. , I can tell you it`s better to fix it now than wait untill it starts rusting.
