Air Conditioning Problem 2003.5 HO Cummins
When I set the air flow for outside air, a lot of moisture (mist) comes from the dash vents. When I set it to recirculate it stops, but when towing or driving a long way, it seems like the system is icing up. The fan is blowing hard, but the amount of air coming throught the vents is restricted. It does not make a difference when I try to change to defroster, dash or floor vents. But after the engine is turned off for a while eveything works ok. Can someone offer me advice?

Your evaporator is freezing up, thus no air flow, most of the time it's a low charge that creates this senario,,,,,,
When you kill the truck or turn off the AC, it defrosts, the cycle starts all over.
Pop your hood and see if your compressor is "quick" cycling, which is a sure sign of low charge.

I had the same problem with my 03. It would sometimes slop water onto the passenger floor, freeze up, and restrict air flow.
Dealer checked charge under warranty, and it was fine. They relocated the temp probe, which helped a great deal.

Your problems lie in the recirculation blower fan door. The door has probably broken off the actuator motor and has fallen down on top of your blower fan.
My '03 was doing the same thing.

there are video's showing problems and how to fix. they sale a very good product (new doors) to fix this problem.
I had to replace my recirculation door and the "mod 1" door.

You can check the recirculation door easily by pulling the glovebox (pull the corners in and rotate it out).
You will see the recirculation intake grille, and should be able to see the door move to block that grille when in normal mode, and flip up to block the fresh air intake from the cowl and open the recirculation grille when you put it on recirculate.
Alternately, 3 screws and you can pull the fan motor to look up there to see if the door is intact or broken.
Since you said if you turn it off for a while everything is OK, I think your problem is not related to any of the doors, though it wouldn't hurt to check.
Also make sure the HVAC case is draining OK. The drain tube is on the passenger side firewall. You can blow compressed air up there, or spray a garden hose at it briefly and let the water run back out. Either method should clear any piece of funk that might be restricting the drain.

I to don't think it's the recirc door issue as it blows hard after it thaws out. Mine does the same thing as gmccabejr does but I keep mine in the recirc mode and don't have any probs.

Now that you mention it, that helped a lot when I had that problem with the 03.
I think once it pulled most of the moisture out of the air recirculating in the cab there was less to cause freeze-up.
