You are not hurting his at all, he just not getting any benifit from it. So far the ones I followed did not mind me drafting. You got to do something to offset the price of #2.

It's a minute reduction in FE for the lead vehicle, but most lead vehicles believe it to be more than minute and even minute is still stealing. JMHO.

Keep in mind, that to be close enough to get benefits on FE, Thorpe will be there to ticket you for tailgating. It's just not worth the risk, and I don't mean the fine.

Best I'v done is 546 miles on 32 gallons, however that was all city driving in Fl. Came out to 17.09 mpg. I have just under 18g's on the odo.
