The term derating implies something that isn't true. Sure the engine is probably capable of outputting 750, 900, or even 1300 ft/lbs of torque. Cummins will certify it at 750 for certain applications, but they only have to be concerned about the engine itself. There are dozens of criteria Dodge needs to analyze when putting it into their truck application though in deciding what output they want, not the least of which is what the drivetrain can safely handle and not kill them on warranty repairs.

I too will confirm the new 68re, I am at ITP1 (68re build plant) and have been working on tooling for the new launch. This is going to be a good one from what I can see. Bigger shafts should be a plus. I have not had a chance to check the bolt patterns to see if it may bolt up to a 3rd gen, but I will check that soon.
