Is white smoke at start up normal?
i have an 2004.5 ram 2500 diesel with a 5.9 cummins 325 HP that has been rebuilt with new injectors and has about 17,000km on rebuild to date. i notice white smoke at startup especially if its cooler outside. is this normal? is it leakage or programming. i understand what causes white smoke just cant believe that new injectors leaking already.

How cold a start was it? Under some conditions, a little white smoke at cold startup is normal (but frowned upon by EPA).
Excessive injection advance is also very well known to cause white smoke. If you have any kind of programming done, return to stock timing and see if the issue persists.
Also, try cycling the intake heaters a second time-- see if that helps it go away. If so, it's likely that everything is OK.

temp was about +4 celcius. truck was not PLUGGED in either. i just cycled the key once like normal until intake light went out.truck has edge juice on level 1 (25hp low boost level 1 for no smoke)

It also depends alot on what you had done on the rebuild? Did you change compression, etc???? Or did you just have it rebuilt to stock specs? If it is stock change the fuel filter and monitor your trucks idle very carefully.
