Even though I don't have a Check Engine Light, the truck does have the P0234 - Overboost code... Does that mean it is still de-fueling? My wastegate is frozen shut... should I spend $80 on a boost fooler? Will it hurt anything?

Will I notice a difference? Truck is stock except for exhaust.

the 03 has a he341 turbo, it will not last very long with the waste gate stuck. also it is off of the efficiency curve really bad. get a he351cw for about $350-500 and add spring tension to the actuator to get a 32 psi opening.

Others (in person) have said that on a stock truck with no programer, it will not hurt anything.

It has thrown the code and been stuck for a while.

it only shortens the life while running above about 27 psi, with no fueling and not towing it will last for quiet a few miles. I tow heavy and think everyone uses there truck hard like I do. go to genosgarage.com and get a boost adapter bolt RLT_ADAPTER for $7.50 from auto zone a copper line oil pressure gauge installation kit for $11 and from ww granger a 30 psi glycerin filled gauge for $15. it will not take long to learn to drive it without setting code off or hurting turbo.
