If you are asking if you can reuse your existing or stock VB, then yes. If you have a good transmission shop that builds race transmissions and builds performance diesel transmissions (is a must to have diesel experience because of the torque levels vs high HP drag car set ups), then they will rebuild your stock VB to be the same as any you can buy and they can customize to match your preference and application.

I want to do this right so I only buy parts once. The goal is 700hp and being able to turn down to 500ish. The truck will see some drag time and alot of rompin' around the neighbor hood. Full billet trans is necessary, but should I do the entire trans at once, or can I buy in pieces at the time when my hp level requires it?
If you only want to buy the parts once how many times are you willing to remove the tranny and only install a piece or two after you've smoked or broken something? It's never clear what the limit is until it breaks.
No stock or nearly stock 48RE is going to handle 700 HP, drag time and rompin around the neighborhood. My stock tranny could not handle a 60 HP increase on my 305/555. I spent $2000. to get a better TC and VB and now, a year later, it's slipping with 90 HP over stock. All this with no drag racing and less than 400 HP.
There is absolutely no way I'm going to fix one little thing in the tranny everytime I want a little more power. Do it once! Get a clue about what 700 HP means and how hard it is to rebuild the tranny. It sounds like you are going to need a better flex plate, lockup clutch, higher line pressure, VB, heavy intermediate band, shafts, and a TC with a different stall speed just for starters. Since you're planning on thrashing it, better do the best you can up front.

You don't want to contaminate a new torque converter when your stock transmission begins to go, then install that same torque converter into your billet transmission -- it will cause problems. Do the transmission build with all new componets. Do it all at one time. Be safe.
If you are shooting for over 500 HP you will want everything: built transmission, torque converter, valve body, input/output shafts (intermediate shaft if you are pulling hard or running fast). Don't cut corners. It will cost more in the end.
