Is there a Fuel economy tunner without adding power?
I have a 2005 Dodge 4x4 short bed quad cab. It's stock power wise and I want to keep it that way since I have gotten 165k out of the transmission. I am looking to increase fuel economy but do not want to add power. Is there a tuner that does that?

Interestingly enough what you're looking for is a bit of a contradiction . A good fuel economy tune, in part, ensures the air/fuel ratio is as near perfect as can be. This balance creates more power, not anywhere near enough to put your engine at risk but will very likely create a bit more power. I assume it's the "risky power" you want to avoid, correct?

Yes, I don't want to add the crazy extra power. I'm not looking to turn my truck into a dragster. Stock level is more than enough for my towing and driving needs. I have a stock transmission that has done fine and don't want to burn it up putting extra power and stress on it, but I would like a little better fuel economy. Right now I'm getting around 15-16 in the city and about 18-19 on the highway.

I would think that a tuner (like a Smarty) set to the lowest power setting and advanced timing would improve your mileage.
If the tuner had a feature like smarty's "POD" you could adjust it to about 80%, should result in almost stock HP and better milage.

Actually 18-19mpg on the highway is pretty good (assuming this is in the 70mph range?). There is no guarantee that a tuner will give you better fuel economy. Just too many variables like driving style, ambient temperatures, fuel quality, aging injectors, etc that has a overall impact on fuel economy. And Speed has the biggest factor on economy.
You 'might' get a 1mpg increase by installing free wheeling front hubs.
Also might gain a little by making sure the valve adjustments is in spec.
From my experience with a Smarty driving at 75mph I'm in the 18-20mpg range with the Smarty set to the lowest power setting with medium timing.
