With the right mods a stock turbo can reach higher boost than 40.. But anything much more than 45 your pushin nothing more than hot air

Just because you can spin the stock charger to 45 psi doesnt mean you dont need a new turbo or that its okay to spin it that fast and your EGT's should be in check. You have to think about drive pressures and how hot that turbo is heating the air as its trying to compress it. A 40psi charge from a aftermarket turbo would be much more beneficial to your engine and power output than a 40psi charge from a stock turbo. Like I said just because someone is pushing 40psi from say a Phat Shaft 62 and your pushing 40psi from a stock charger doesn't mean your getting the same results as him at the same boost levels.
Awhile back on TDR if I remember right I saw a graph where the stock turbo on an 04.5+ began to overwork itself and there was really no point in boosting it past 35psi as drive pressures and heat began to get the best of the charged air.
So Id say if your looking to boost the stocker past 35-38 psi, then save yourself the garbage of possibly grenading it due to over spinning and upgrade to a larger turbo that better suits your needs. Lower drive pressures and cooler air are your friends.

I am in no way affiliated with any of these companies. I have used turbos from all three. It just depends on what you want to spend and accomplish.

Matters what you are trying to do? and how much you want to spend?
I had my stock turbo set at 38lbs for a long time before changing last winter and it worked very well at 38lbs (399hp/790tq with TST). I never had any issues with the turbo. I did keep my TST set for 1150 temp defuel for my daily driving and would turn it off to Race or Dyno.

well its got the hts tranny kit, and bd tc, ive got the smarty and the mp8 stacked so far and was just wondering since i am pushing about 38 lbs of boost should i upgrade or not

I ran the my silver bullet on my 07 for a while with just tnt and it spooled decent. Depends on what you want to do with the truck. If you are gonna stay where you are at with fueling mods I would go for a 62 or 64. If you plan on injectors later, then I would go for the 66.
