Quad XZT... Up to 65hp

Why aren't these 65hp as opposed to "up to" 65hp? Does it depend on the year of your truck, or engine, or something? Not knowing how they work, I'm curious. I have the MMM and want to upgrade eventually.

I believe that its all dependent on the supporting mods you have im guessing the primary being fuel pressure, however im not sure of this.

Some "XZT" modules are only 50hp such as the 7.3L Fords.
