Pass airbag on/off switch Quad-Cab

Pass airbag on/off switch Quad-Cab
I brought this up about a year ago when I got my truck. I bought a passenger side airbag switch and tried to hook it up --the Airbag light flashed-- so I disconnected it. After more research the one/off toggle needs to be set in the ECM. I played by the rules and did as local dealers advised and contacted the NHTSA and got an approval letter stating I have a need to get this done (more than 3 kids in truck at one time) and have their "official blessing". Problem is now none of the dealers will do it because of Liability.
I was reading about this tool in another post: Snap-On scan tool change for your tire size
Could this tool be used to activate the pass airbag switch toggle or does anyone have other suggestions to get this done.
With school being out soon I need to get this done.

fl diesel, sorry to hijack your thread, but is this the wire harness that is dead headed into the blank that is exactly opposite (or on the other side) of the cigarette lighter? I pulled my dash cover off the other day and wondered what this was-I would definitely be interested in doing the same thing if it is!

Yes, that's the harness and it goes right into the pass airbag switch. But if you plug in the switch it will cause the airbag light to flash. Others have convinced their dealers to do it, but I have been to 3 all with the same answer... The conversion requires two parts. The switch and the switch bezel to replace the blank in there now. I can get the part nums for you if it would help.

Switch box says 1-56045496AA
I trashed the bag for the bezel, stamped on the part is 5HD008WL5AA. Be warned the parts dept will be happy to sell it, check with service first. Unless someone has a better idea than dealing with dealer.
