if your showing good supply fuel pressure to the CP3 then I would say FCA is bad for sure.
what does your gauge say?? sorry if you already said in the other thread(part1) I did not read the whole thing

Mark, it is in the 18-20 psi range and I have it taped in my big line from the GDP kit. My dipricol rail guage wont show an rp when I am cranking. Usually takes 3-5 seconds after cranking before it will register.
When you say FCA is bad, you mean like the electromagnet is screwy or the metering valve is sticking?
I am gonna assume you are talkin about the elecronic end of the FCA since the electronics of the truck are haywire. Kinda funny I blew a relief valve at the same time too. (in part 1)

here is a little break down of why I think it is the FCA..
p2509 tells me you cranked it till the battery's where dead...
p0251 says possible causes are fuel pump and then all the rest of the causes are shorts' and opens in the FCA its self......you since you are smart and have a fuel pressure gauge all you have to do is make sure you have good pressure to the CP3...witch you said you have....so the next possible cause is a open in the circuit ...so unless you forgot to plug it in then I would say it is the FCA has an internal short or open.......do you have a multimeter??? is there ANY voltage to the FCA???
if you have a spare FCA to try do that if not then check it for voltage at the plug while it is plugged in...

WHEN MONITORED
Continuous - key on or key off.
SET CONDITION
Loss of voltage detected at the ECM for a calibrated amount of time.
POSSIBLE CAUSES
- Poor connections at the batteries
- Low battery voltage
- Open fused B+ to ECM
- Open ground circuit
- Battery + Shorted to other circuits
- Return circuit shorted
- Battery + shorted to ground
- Intermittent condition

Well, I am about to go try it.
I tried to crank the truck with the FCA unplugged AFTER I got the 0251 out of it the first time. I tried to crank it unplugged to see if the metering vlave was stuck, but turned out my RV was bad.
I dont have a multimeter with me, but I can get one if the new FCA doesnt fix it.
I will report back tonight after I work on it, provided I dont have frost bight seeing as it is 46 degrees right now and tryin to rain. Man I wish I had my truck in a shop right now...

SHE FIRED!!!!!
I put on the FCA off of an 06 and it ran, I didnt move the truck but I cranked it and shut if off a few times. My endcap came off of my fca and I lost the spring, but no big deal I will order one tomorrow. I still dont understand the electronic stuff but thats ok, I will worry about that later.
One concern I have it that ( my truck has now sat for several days) is that when I would rev it up it would black smoke slightly and have a hint of grey.
I zeroed out my tst and mp8 and was still gettin black smoke. It is cold here and I dont know maybe it is the bigger turbo. I havent been able to drive the truck a whole lot since I put it on.

Sweet!!! I wouldn't worry about the smoke.. I can get that on cold morning starts when I forget to plug it in and my buddies brand new truck does it..

I agree completely.
The metering valve DOES NOT STICK, there is something else goin on.
The reason I lost the spring is cause I pulled the fca out of the engine compartment upside down and the end cap was still in the cp3. I assume the sping is on the ground under my truck, but I didnt look too hard as I am orderin a new fca anyway. The end cap was in the cp3 but I used a small magnetic screw driver to get it out, and I found no spring. When I put on the 06 fca it went on fine, so I assume the spring was not in there.
The metering valve almost fell completely out of the fca when I removed it, it could not have slid any better.
When I get my new one in I will post back. I am still worried about why I still had lights on in my dash with the keys out of the ignition, but I am hopin it is somethin to do with the internal electronics of the FCA.
