Low Boost...what to look for?

Low Boost...what to look for?
Trucks been running "off"....rougher idle / vibration, different sound, power seems off....and this is with cold weather (for arizona)...60*...when she normally runs great.
Put smarty back to stock and i'm only seeing 28psi with maybe a spike to 30psi....both of those are off 2-3psi from normal with stock....
No Codes, with Smarty on still hit's 40psi, new fuel filter, good rp / fp,....air filter's dirty, but not horrible (it's been like it is before w/o issue)...oil pressure / level is good...no codes.....only thing i noticed wierd is that the grid heater hasnt kicked on yet...but the temp is borderline to where it should.
What are the logical things to check next?

OK, testing some today....noticed this....
Revo 9, RP=2, Timing = 3, TQM = 3, WG = OFF - my normal settings
Holding it WFO on freeway.....boost went to 40psi then slowly dropped back down to 35psi....never saw it do that before, and it wasnt guage bounce / spiking.....almost like running out of fuel...but i cant see how that's it when it also did it stock.....and given i have the AD150 and what appears to be plenty of pressure.
