Low boost code p0299

Low boost code p0299
Installed turbo and now about every 2nd or 3rd day the cel comes on and seems to defuel and wont make any boost until it is reset. Any ideas whether it might be a bad wastegate fooler? This problem is annoying any help is appreciated.
