Yes, without it, they would fit, but you couldn't turn. Dodge's turning arc is such that your point of contact is ALWAYS going to be to the Cab-side of your wheel well. Because of this, you must move the axle forward. This isn't possible without either (A) cutting the factory bumper which many have, or (B) using the Road Armor bumper that gives you all the clearance you could need.

thats the most ridiculous waste of a truck ive ever seen,you couldnt park it anywhere and just try to load a quad in there and those wheels look silly,if you want your truck to look like a semi buy a semi.
