As far a something like that i would get him a gift certificate to one of those sites listed.
Getting a product like flares is a matter of personal taste. In other words you might have all the best intentions but not get the exact ones he likes. Then he might not want to hurt your feelings by telling you he doesn't like them.
Unless he has showed you the exact ones he wants.
