Holding water?

The ducts are functional. I've never seen water in the engine bay, so I think its holding water in the louvres.

After looking at the color options, I am going to:
Paint the hood Kaki Metallic (truck color)
The 5 air exit fins plus the 2 air entry screens and 2” inches behind the screens flat black.
Or...
A friend (Professional Painter) wants to paint Kaki Metallic color with some black small net appearance to give the idea of carbon fiber.
