It is a full wastegate actuator that has an adjustable end fitting to adjust the boost; the stock one is non-adjustable. And yes you can accomplish the same result with an elbow.

put a pair of vice grips on the hose between the waistgate and turbo. i saw 40psi (way to much) with predator on extreme tonight. i took the visegrips off and at 31psi now.

You can accomplish the same thing by using a boost elbow. The boost elbow, whether you make your own for a couple of bucks with a tap and a set screw, or buy one from genos or e-bay for about 15-20 bucks, essentially limits the airflow in a progressive fashion depending on how far you close off the air passage with the set screw thus delaying operation of the wastegate diaphragm which in turn allows the turbo to produce more boost. This shoud be used in conjunction with a boost fooler like the one Quad makes to keep from throwing an overboost code or CEL. This applies to mechanically operated wastegates only like 03-04. 04.5 and up have electrically operated wastegates so the same result with them is done electrically from the ECM.

Bringing this thread back from the dead. I bought my truck with the banks 6 gun and banks big head already installed. From what I understand the big head makes the amount of boost adjustable. My question is on my 04.5 how do I adjust it? I believe it is allowing for too much and would like to decrease it some.

You should be able to adjust it manually by unbolting the actuator from the turbo, use an air line to compress it so you can pull it off, and adjust it. I can't remember which way, its been so long since I've messed with mine.

Just from reading other posts on here stating that anything over 40 or so psi was too much for a stock turbo to be pushing. Is that correct, or have I misunderstood?
