definitely something has to be up, my truck stock with a smarty jr and puck made 15hp more than you. Your not getting the fuel or boost leak or something. I would shoot myself if i spent that much money on my truck and only made that much power.

As you know I run old version of Smarty on level 9 and MP8 on 100 percent all the time since around 60K miles or so. So far no problems and will dyno like it sits at over 500hp. My RP usually hovers between 17500 and 20000 or so...if my gauge is accurate. Sometimes it may even go up to 21 or 22K. Im still on the original, stock injectors....117K.

Is this mod something I need to do?

I will be doing it soon. I think it is very necessary, especially to anyone running pressure, as detailed before...

The relief valve is supposed to pop at pressures somewhere between 24.5K and 27K, I'm leaning toward the 24.5K though.

I know john at floor it has them cause i got 1 with my pump that is more than likely your problem also dont expect you're early 04 truck to make the power of the 04.5 an up trucks it takes alot more mods trust me i have an 03 an it takes alot more to get there power

Remove the bolt that's at the end of the fuel line, (on top of the valve) and tap it with 1/8th'' then install a set screw/plug with loctite. Let the loctite set up over night then reinstall....done. Real cheap fix and can remove later if desired.
