cheapest best head studs?

Well, I don't think the benefits of 14mm studs outweigh their disadvantages when such good 12mm stud alloys are available.
H11 (#882 alloy) is fine, but I like the long term benefits of 625+... besides, ARP is a trusted manufacturer of fasteners used in the vast majority of critical applications.
Also, H11 is a chromium tool steel that machines 3-4 faster than 625+, which is a nickel-based stainless alloy (hardly contains any Fe)... no doubt the reasons for the price difference.
Both are very strong - capable of 260Kpsi tensile strength when properly treated, but the 625 has a much higher modulus of elasticity at elevated temperature, IIRC.
p.s. I didn't say I wouldn't torque A1s to spec, rather that I only trust taking 625+ past spec.
