Can a 03 ecm be put on a 04.5 to get rid of 3rd pulse?

Its not capable of that yet. Marco pulled that feature in the first release to do further testing.
Currently, I believe EFI Live is only for the 6.7's. I don't think they have a product yet for the 5.9's.
To elminate the 3rd event buld your engine, transmission, etc, to make power in the lower rpm's and keep the driven rpm's under 2500 is the only way to eliminate it.

The 07.5's have 4 or 5 pulses....

In the older trucks, the injector opened, it shot fuel out, then it closed. One stroke. Now, it opens and closes multiple times in one stroke. In the third gens, (correct me if I'm wrong, I've had a few tonight) the CR has a pre-injection shot, then a main, then a post combustion spray to raise the EGT's for emissions to burn off the particulates.....
The 3rd event is a combo of power (gives that flat TQ curve and HP rise all the way to 2900) and emissions. The 3rd event activates under high load high rpm conditions to make power and make the EGR work and keep the NOX emissions down. The CAT which is really a particulate trap only needs about 800 degrees to function and that happens in daily driving.
Pretty much, its load and rpm dependent. Under normal driving you get a kick in the exhaust flow about 2500 rpms that corresponds to the event. If you light foot it you don't see that spike.
