My 03 certainly has no cat. It also has no muffler, did the previous owner remove it? Should there be anything after the downpipe? Some kind of soot-trap or anything? I never looked that close yet but I don't recall anything...

HOWEVER....
it is absolutely no more illegal than modding a pre-DPF emission truck with a programmer, air box, exhaust, etc, which has not been tested or passed emission testing requirements... much like the sig of the person standing at the pulpit preaching to all of us sinners out here in cyberland... see below.
off rant...

Oh, hmmm. I think there is some confusion around about what is on these trucks I was told it was a resonator (when I first bought the truck) that was onderneath my truck. And after reading a bunch of different threads on this seems like half of the guys say it is a cat and half a resonator. I didn't look inside of it. I thought it was just an empty chamber designed with the purpose of changing the exhaust note? Does it do more than that? Or was it designed for something else completely? And are you sure all these trucks after 04.5' came with the same emissions?

It's unfortunate that DTR has taken such a hardline on the topic, as I consider it to be the best Cummins forum around, unless of course you own a 6.7L Cummins.
Fortunately, for the 6.7L crowd there are other forums which don't practice this type of censorship, which is exactly why the 6.7L discussions on this site are meager at best. At the end of the day it's their site and they can do with it as they please, as we can also visit other sites, and purchase from other stores as we see fit.

If I understand this correctly, any item that alters air, fuel, timing or exhaust is altering emissions of these vehicles and therefore shouldn't be discussed on this site. Also, every vendor advertising these items on this site also are in violation. So how do you address that fact?
Just my 5 cents and I may be wrong...have been before and will be in the future!

If you want to mod the 6.7L, go to the cumminsforum.com and read up.
Seems like removing emissions equipment can create a whole new can of issues without the proper programming.

Your trucks are classified as medium-duty Diesels - in the past they were not required to meet strict lite-duty passenger vehicle emissions standards, being used mainly for commercial\industrial service - then guys started discovering the easy power upgradability, and suddenly lite-duty truck\vehicle buyers began shifting over to Diesels as hotrods - then the real idiots started switching over in droves for no other reason than to blow smoke (note how many newbies with first post of 'how can I make it smoke') - that movement and congress' sudden interest in global warming has resulted in med- and heavy-duty trucks being required to meet lite-duty emissions standards - no two ways about it, the smog cops are growing stronger and getting tougher - and remember: do you know who is driving that car you just peppered with black smoke and soot? Do you have any way of knowing where he works, what his job is? Maybe he's tailgating you so he can read your license plate numbers thru all that dried mud, or where the trailer toungue has damaged the plate.
Smog cops don't wear neon-colored spandex superhero tights(at least, not in public!) - that guy you smoked off just may be sitting there wishing he had the power to flash his EPA badge, pull you over, and have your truck impounded for evidence at your court date.
I say again: it is unwise not to protect your forum and your interests.................

Well put and thank you
With that I am going to close down this thread. Everyone here knows our stand on this issue and we are not going to change it, so this discussion is a waste of time
