For the exhaust brake to function properly it needs to downshift and keep the RPM up.
I assume you have the switch on? Does the tow/haul button need to be on? Just tossing out ideas.....

I take it back...
Today I went on a trip that had some long downgrades in it. Put the truck in Tow/Haul and turned on the exhaust brake. Sure enough if you let off the throttle and the truck starts to pick up speed it will shift down. So it seems that if it senses the truck speed increasing it shifts down! If it keeps slowing it will not shift down.
This is really cool!

Steve I pulled this weekend for the first time and your right also if you step on the brakes it will down shift quickly which is a nice but it seems like it jerks a lot when it shifts with my 11K 5th.
