What causes an engine to do this

You can also see this happening monitoring the desired and actual rail psi. The actual will go above and below the setpoint by 1000-3000 psi. The rail pressure is controlled by the ecm cycling the fuel control solenoid, so no real pressure regulator in the system.
Call it what you like, I have seem a Duramax with desired rail pressure rock steady and a major idle surge, and the actual rail pressure was varying across a range of 6000 psi. The part that fixed it was called a fuel pressure regulator, go figure. Chevy calls it one thing, Dodge calls it another, Bosch probably called it something totally different

I though they called it a fuel control solenoid too. I used to get them from GM before DC finally released the part number separately. We used to have to replace the whole pump when one failed. It's the black electrical unit of the back of the Cp3 pump held on with 3 torx screws. Are we on the same page? sounds like we are.

Idle jumps Down and Up like starving not consistant
I've seen this problem since I got 95k miles,, this idle problem is not normal as it was not there first 94k miles,, it started at around 95K its a 03 Dodge 3500,now have 112K,, Its not there each and every idle period.. Above 1200 rpm its not there.. but at stop lights or wal-mart its there.. but not consistant some days worse than others.. one day it was really bad,, engine quit at a few lights, was delivering hay in a muddy lot and got almost stuck because slick ground needed steady idle to keep from breaking traction,,but the idle rev and below normal caused traction to break..
After reading so many other peoples having this problem I feel that it is Fuel Control Solenoid.. Will look into getting it changed..? Anyone got a Confimation on this by having changed the Fuel Control Soenoid ?
Guess I could blame Wal-Mart, but I like Wally. Like everthing else wish I could buy my Cummins parts at Wally's.. Save a few buck
Thanks

Either good or bad. When ever I see another Dodge Diesel, I usually place a piece of paper on there saying to check out DieselTruckResource or TDR.
I always like to pass on great information and people to other Diesel people.
You never know, maybe some day that guy might help you out of a problem because he read it on DTR before you did.

Unfortunately, if I tried that here in Salt Lake I would spend about 3-4hrs in each and every parking lot in town.
