Wastegate lever stuck? Which way should it be at rest? Towards front or back of truck

Wastegate lever seems to be frozen on truck. I can move it back and forth with a pair of channel locks, and really wrenching on it. Should it be able to move more freely than that?

Also, which way should it be at rest, with engine off? Currently it rests at stop towards the front of the truck. I can move it towards the rear of the truck, but shouldn't ot return due to spring pressure?

I'm just not sure which way it should rest?

Truck currently has the 0234 ENGINE OVERBOOST code, which I understand means the computer is de-fueling the motor at 2700+/-. There is definitely a drop in power at this rpm (+/-) until redline. Kinda just falls flat.

Please advise me!

Takes pressure to push it open, that would be toward the rear of truck to be open.

Thank you very much for the reply. That is what I thought, but I wasn't sure.

So if it it stuck closed, what does that mean for the truck?

Is it better to leave it in the "stuck closed" position or "stuck open"?

It has been stuck closed for 20,000 miles and no problems yet

I run a HE351 with a BD wastegate actuator.... well sort of run it, it has been disconnected for awhile now BUT I also run a Quadzilla Boost Fooler to stop the "P" codes from happening. The only thing you are probably gonna hurt is the stock turbo. The stock turbo does not make enough boost to hurt the 5.9 but you are stressing the turbo. I still have my stocker if you really feel the need to have one connected and working. PM me for details and price.
