Is valvoline premium blue synthetic?

Valvoline Premium Blue Extreme is the synthetic version 5W-40. I just switched over to it from Delvac 1300 @15K miles. I figured it should be broke in enough now to start using synthetic.

Per Cummins, DO NOT switch to synthetic until about 20k miles. Of curse I made the switch at about 7.5k miles

Make sure what ever oil you get it states for Heavy Duty Diesel or marine use. There are lots of oils that are 5W-40 & 15W-40 that are NOT made for Heavy Duty Diesel use.
