Underhood Sticker question

Underhood Sticker question
I got a 2004.5 HO Ram a few weeks ago, and I'm trying to fix a few bugs here and there. One thing that has me scratching my head is a sticker under the hood, placed there by a dealership back in 2006.
The sticker reads: "The following modifications have been made-2032523IAK"
"Change authorized by 18-007-04"
I'm wondering if these mods are emissions related, as the truck was once registered in Utah (even though the truck was originally sold in CA).
Thanks!

That is a reflash for white smoke and engine performance.
Since the computer program is essentially an emission related part, whenever it is replaced with a modified version Dodge applies a sticker that certifies that the change meets emission requirements for the production year of the vehicle.
Here's a link to the technical service bullitin mentioned on the sticker...

I think you are talking about this TSB.

If your overhead is inaccurate, you have poor mpg, and smoke and your rig is within this range, it might be worth trying to get the dealer to do it.

Is it still under warranty? If so I'd have it done.
A while back when there were several threads about this topic, it seems most people got a couple MPG.
Is that 15 highway? Your 2wd stick truck should do quite a bit better, if you are talking freeway mpg...
