Question Transmission shift around 60MPG while towing

When towing my camper (7000 pounds) the MPH gets up to about 60 and the transmission does not seem to want to shift into the last gear. This has happened on all types of situations, up hill, flat road etc. The extra power from the higher rpm's is not needed and I have found that if I let off the accelerator for just a second the transmission will shift and then I keep on going. I'm just not sure if this if the healthy thing to do for my truck. It happens regularly and I just want to make sure that I am not doing anything to damage my vehicle.
